Zelensky Declares Absence of Definitive Defense Guarantee from Allies
President Zelensky has stated that European allies have not given him sound guarantees that they will defend Ukraine in the event of a new Russian aggression.
"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on Wednesday.
His comments come a day after Britain and France signed a statement of purpose on stationing forces in Ukraine if a peace deal to end the war with Russia is agreed.
However, comprehensive defense assurances have not been agreed. The US, which has been spearheading initiatives to end the invasion, reportedly did not sign such a commitment at discussions held in the French capital on the previous day.
Details of the Paris Talks
After the Paris talks, which involved some three dozen nations that comprise the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the two nations would "set up operational bases across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be deployed.
Allies proposed that the US would take the lead in overseeing any ceasefire. But the central sticking point of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.
The Russian government has thus far remained silent on the announcement made in the city of Paris.
President Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces currently controls about 20% of Ukrainian territory.
The President's Evolving Stance
Sir Keir described the bilateral declaration as "a vital part of our commitment to support Ukraine for the foreseeable future".
He continued: "It paves the way for the juridical structure under which allied military personnel could function on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the years to come."
The Ukrainian leader praised that accord as a "huge step forward".
Twenty-four hours afterward, however, he appeared less optimistic.
"I see the will, the political will, and that the partners are ready, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.
"However, until we lack such binding security pacts - legally binding, endorsed by legislatures, supported by the United States Congress - this crucial issue cannot be answered. And even if they do, you must ultimately depend primarily on your inherent capabilities."
Unresolved Issues and Ongoing Conflict
The Paris talks were also significant owing to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.
Witkoff said the participating countries "mostly completed" their work on finalizing security arrangements.
Last week, Zelensky said a peace deal was "90% ready".
Questions of land and defense pledges have been at the forefront of unresolved issues for diplomats.
The Russian leader has consistently stated that Ukrainian troops must pull back from the entirety of the Donbas region or Russia will seize it, rejecting any compromise over how to end the war.
Zelensky has so far ruled out relinquishing any land, but has suggested that Ukraine could withdraw its troops to an agreed point - but provided that Russia did the same.
Russian forces currently controls about three-quarters of the Donetsk region, and some nearly all of the adjacent Luhansk region. The pair of oblasts form the industrial Donbas region.
Attacks have been escalating against cities in Ukraine - particularly targeting energy infrastructure. Russia has also made incremental advances in seizing additional Ukrainian land.
Ukraine has hit back at Russian targets with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
